Horrible VM restart performance

Hey guys, I have an ESXi 3.5 host. Upon restarting some VMs, it can take up to 60 mins for a machine to become responsive (show the log-in screen). I've attached some screen shots of the host summary and what the cpu cycles look like for the VM that had been restarted. Any pointers to where I could begin troubleshooting this issue? Thanks!
